How can I add a marquee in a footer? And other problems

Good afternoon
I am making a portfolio for a photographer and I have a series of doubts and problems:-How could I make a dynamic footer with horizontal movement of the text (marquee)?
like this:
-Link in text mouse over does not work:
I'd like hovering over text to turn white.-The carousel does not work:
I have placed a carousel in a project and the photos are not showing.Thanks for the help :)

The <marquee> tag is slowly obsolete and may be discontinued by browsers at any point in the future,

Before you post:
- When using a WordPress Cache plugin, disable it or clear your cache.
- Update Lay Theme and all Lay Theme Addons
- Disable all Plugins
- Go to Lay Options → Custom CSS & HTML, click "Turn Off All Custom Code", click "Save Changes"
This often solves issues you might run into
