You can try to put this into your custom CSS section:

#laytheme a:hover {
    text-decoration: line-through;
}

I have one more question. I want to know if it's possible to do an horizontal line, inside the text editor. I need to mark a separation between paragraphs.

It's a function of gridder > you can insert it just like an image or video. Should be in more>horizontal line. You can change the horizontal line settings in lay options.
