Double menu top and bottom

I just look at this menu and search how to have 2 bars like this but didn't find how to do it ? Could you explain me how they place a topbar like that ?

Before you post:
- When using a WordPress Cache plugin, disable it or clear your cache.
- Update Lay Theme and all Lay Theme Addons
- Disable all Plugins
- Go to Lay Options ā Custom CSS & HTML, click "Turn Off All Custom Code", click "Save Changes"
