I am trying to figure out how to make my logo scale down when i scroll down like this site http://non-poro.us/
can someone help me>?

the example you showed is done with Laytheme as well.
Did you check in his code to see how he did it?
Maybe he even might give you the code when you ask nicely. Mostly it works ;-)

I did check his code, I think he used webkit translate&transform for it but Im not where to put that code? I tried adding it to the custom ccs desktop but it didn't work for me.

Before you post:
- When using a WordPress Cache plugin, disable it or clear your cache.
- Update Lay Theme and all Lay Theme Addons
- Disable all Plugins
- Go to Lay Options ā Custom CSS & HTML, click "Turn Off All Custom Code", click "Save Changes"
This often solves issues you might run into
When you post:
- Post a link to where the problem is
- Does the problem happen on Chrome, Firefox, Safari or iPhone or Android?
- If the problem is difficult to explain, post screenshots / link to a video to explain it
