Browser Height for Row Height no working

I am currently working on the following site:
I have the row set to 'Use browser height for row height' however it does not seem to be responding to this function?

probably it does. If you want to display the image as the whole page you need to add it with a rightclick as a background image,

Thanks for getting back to me. Unfortunately I am not looking to make the image as full background. The format I would like to achieve is as follows:
– 'Foolscap Editions' as Site Title/Home button on Menu bar
– Carousel to sit underneath menu bar. Carousel should fit 100vw of the page and 100vh of browser height. When browser size is short or irregular the image should crop within the 100vh frame that has been set.
– Carousel Caption should stay as fixed element underneath the image without interfering/overlapping the image area? Should always be visible.Do you know if any/all of these formats will be achievable? Am happy to email accross JPG mockups if this is easier to explan.

Right now there's no option to have the carousel be 100vw and 100vh. :/
Before you post:
- When using a WordPress Cache plugin, disable it or clear your cache.
- Update Lay Theme and all Lay Theme Addons
- Disable all Plugins
- Go to Lay Options → Custom CSS & HTML, click "Turn Off All Custom Code", click "Save Changes"
This often solves issues you might run into
When you post:
- Post a link to where the problem is
- Does the problem happen on Chrome, Firefox, Safari or iPhone or Android?
- If the problem is difficult to explain, post screenshots / link to a video to explain it
