Does Lay Theme work with Wordpress' free/personal/premium plans?

I saw that Wordpress' Business plan at £20/month is needed to install plugins — does Lay Theme count as a plugin or just a theme? The Business plan is too expensive for me. Can I use Lay Theme on the Personal or Premium plans?
Ideally I'd like to test Lay Theme on the free plan before purchasing a WP subscription. Is this possible?

Laytheme work only on the free plan of Wordpress which is by the way more common and professional. You can fins it on wordpress.org.Best!

Thanks for the quick response @mariusjopen — very helpful, I must have misread the documentation (.com and .org makes it confusing!).
I already have external hosting so will look at getting WP installed.

- When using a WordPress Cache plugin, disable it or clear your cache.
- Update Lay Theme and all Lay Theme Addons
- Disable all Plugins
- Go to Lay Options → Custom CSS & HTML, click "Turn Off All Custom Code", click "Save Changes"
