Lines Vertical and Horizontal / Creating outlines boxes

Hi there, I like to create a site with lines/outline boxes a little bit like this: https://editions-publishing.com/

I found how to make horizontal lines. And kinda figured out how to make vertical lines. But I was curious to know if the is some way of making boxes around content (like on the linked I shared above) that were maybe even responsive?

I would start to add border: 1px solid black; to specific boxes using CUSTOM CSS.
