Customizer still not showing up: Where's the setting panel anyway?

So it's completely different steps here on new WordPress interface than those in the provided tutorial, screenshots attached. Just couldn't get that first step to work, which is to set up a menu. The top right navigation did not pop up.

Nothing shows up if i just hover on it, but it directs to this page (see image)
Is there a way that I can downgrade my wordpress version to the one that matches your tutorial or is there a better solution?

Only if I go to 'pages' your customizer starts to show up, however there's still no menu, and no way for me to link up my customized page with the current landing page.
