install file size exceeds file size directive

The uploaded file exceeds the upload_max_filesize directive in php.ini.
I'm getting the above message when trying to upload the lay.zip into my themes panel. I've worked with lay before and not had this problem in the past.

Before you post:
- When using a WordPress Cache plugin, disable it or clear your cache.
- Update Lay Theme and all Lay Theme Addons
- Disable all Plugins
- Go to Lay Options ā Custom CSS & HTML, click "Turn Off All Custom Code", click "Save Changes"
