Overlay Text over the whole project

This is possible but depending on what you need, maybe you would have to create an element and then giving it a custom class or ID Target it in "lay Options - Custom CSS & HTML"
Would the text need to move within the page e,g Parallax effect or fixed on top of the page not moving or just scroll evenly like other elements.

Yes this is possible :)
It could be done using a 'stack' element or you could add the text via <html> in the +more - +html. Then you could add some Custom CSS to style it over the page.On the documentation page is some help regarding CSS:

Before you post:
- When using a WordPress Cache plugin, disable it or clear your cache.
- Update Lay Theme and all Lay Theme Addons
- Disable all Plugins
- Go to Lay Options ā Custom CSS & HTML, click "Turn Off All Custom Code", click "Save Changes"
This often solves issues you might run into
When you post:
- Post a link to where the problem is
- Does the problem happen on Chrome, Firefox, Safari or iPhone or Android?
- If the problem is difficult to explain, post screenshots / link to a video to explain it
