Menu like the Lay Theme Documentation page

Hey,
Im looking to re-do my website and have it flow like one long story, but would like to have a stationary menu that links to targeted sections of the page. I noticed that the Documentation page on the Lay theme website is exactly what i am looking for.
Is this all custom code or is there an option to build menus like this?https://laytheme.com/documentation.html

To clarify, are you referring to the 4 menu points in each corner?
If so, the number of possible menu's (up to 4) must first be chosen within "Lay Options"
"Go to "Lay Options" and for "Menu Amount" select the amount of menus you want to use (up to 4)". https://laytheme.com/documentation.html#multiplemenus

Before you post:
- When using a WordPress Cache plugin, disable it or clear your cache.
- Update Lay Theme and all Lay Theme Addons
- Disable all Plugins
- Go to Lay Options ā Custom CSS & HTML, click "Turn Off All Custom Code", click "Save Changes"

When you post:
- Post a link to where the problem is
- Does the problem happen on Chrome, Firefox, Safari or iPhone or Android?
