ordering elements z-index

i'm trying to set a text over an image with css code so i guess i have to create a css class and add
.menu{
z-index:1;
}meaning thet if i add the class "menu" to an element, it will be over everything that has no class (which by default is 0), so it seem it does not work,
I need help. anyone??

Could you please give more context, or a link to your website with the "menu" element in question 🔍
I would suggest using different names than ones that may clash with native Lay Theme classes.
e.g not
menu
butcustom-menu
Just to make sure you don't add CSS properties to classes that have already been set.
