Is there a simple way to design a hidden bottom sticky footer or row in LayTheme?

My reference Website would be this one: https://www.natwerk.nl

They have a hidden footer like the cover section in LayTheme ... and I was wondering if there is a way to do something similar with a small workaround ... cold anybody point me into the right direction ...
