tags getting shuffled around when toggled on or off

Hi guys. I'm trying to work out if this is a bug or a feature. I am experimenting with tags being shown for a project thumbnail grid. The problem I am finding is that when you toggle any tag, it shuffles around its order in the tag menu. For example if the tag is the 5th item, and you click it, it becomes first, which is very disorienting from a UX approach.
Does anyone know a way to prevent the tags from moving around everywhere?

so whenever i choose a tag, it goes to the front! and when i deselect it, it should go back to where it was before
does that work for you that way too?
i though it makes sense, because then you see which tags are selected, they are all in the front xD

Before you post:
Use the Search Feature. Maybe there is already a solution to your issue.
1. Update Lay Theme and all Lay Theme Addons
2. Disable all Plugins
3. Go to Lay Options → Custom CSS & HTML, click "Turn Off All Custom Code ", click "Save Changes"
4. When using a WordPress Cache plugin, disable it or clear your cache.
