Is there any box in the parameters to check somewhere first to unlock this option?

From what i can tell , many users are adding a background color to their fixed navbar (title & menu).

Would it be possible to add this feature? Otherwise, is there anybody that could help me to do this ?
I can't figure out how to do this using CSS, and I would love to add it to our website - especially for our mobile version.
