cant save font changings in webfont or textformat section

hey,

i'm trying to change the webfont and some settings in the textformat-section, but i cant save them.
whenever i'm clicking on the save-button, it saves a file named "options.php" to the computer and laytheme doesnt save the settings in the theme.

tested it on mac and windows, and chrome and firefox, but the problem remains.
