can't create a Menu

hello,

i couldn't creat a Menu, or it seems to me that the menu is not been able to be seen on the Active website.
I tried creating a project like in the Tutorial but it didn't work, seems like there are no colums and no matter what I tried to change in the Settings nothing is changed
