Desktop layout / phone layout buttons do not show up in Wordpress backend

Hi there,
I have the same issue as @jochemruarus in the post referenced above.
As @Richard has posted in his screenshot, I can see the desktop and phone layout buttons in Wordpress backend of my website:
However, on a new (client's) website that I'm working on they are not showing up:
I tried deactivating all the plugins (apart from the ones form Lay Theme) but that didn't seem to help.
Would anyone be able to advise please?

Before you post:
- When using a WordPress Cache plugin, disable it or clear your cache.
- Update Lay Theme and all Lay Theme Addons
- Disable all Plugins
- Go to Lay Options → Custom CSS & HTML, click "Turn Off All Custom Code", click "Save Changes"
This often solves issues you might run into
When you post:
- Post a link to where the problem is
- Does the problem happen on Chrome, Firefox, Safari or iPhone or Android?
- If the problem is difficult to explain, post screenshots / link to a video to explain it
