Unable to space menu from the top (mobile only)

I am trying to have my pill menu align with the top margin I have set up on mobile, but it will not move off the top with I adjust the "space top" in customize. However, "space right" works just fine.

Every time I adjust, it remains in the same spot on the top edge.
