White Space Below Bottom Row

Hello,

At the bottom of the webpages, I want to have a footer with black background. I do this by adding a raw with black background to the bottom but there is always a white space under it when I scroll down and it stays (not rolling back up). Am I doing something wrong? In the attachment you can see a screenshot. Also I would like this footer to be present on every page, do I need to add it as a row for each page? Thanks!

You create a new page which you will then select as a footer.
