Desktop and mobile switch boxes not showing

Hello!
The common boxes that permit to switch between mobile and desktop editing aside the gridder are not showing anymore and I'm stuck on either mobile or desktop editing depending on the page I'm editing. See the screenshot attached.
But it works fine on my other website (different Lay Theme license).

go to "lay options"

and enable "custom phone layouts":

also make sure your license key is enabled in lay options -> license key
