hover image of link shows under buttons - zindex issue

I noticed hover images of my links show under the button links, is this just me, or is this a general issue? Couldn't figure out, which z-index rule is causing the problem.
I tested in Safari on mac desktop.

i think its because of this custom css

if you want your row to be sticky, instead of applying this class

mystickyrow

to the element, you would right click the row and click "set html class and id"
and use the class there

then you could try if using a z-index of 98 instead of 1000 would work
