Same page menu links work on desktop but not mobile

Menu links targeting rows using <a> tags on a single page site works on desktop browser but not mobile, tested on multiple Chrome + Safari versions.
Have tried Mobile menu as a burger menu + desktop version menu and neither seem to work.
Would really appreciate some advice and guidance on how to fix!
