Fatal Error / Sever requirements

I've uploaded the lay theme however when I activate it puts the whole site into a fatal error.
Fatal error: Cannot redeclare create_initial_rest_routes() (previously declared in /homepages/0/d4296193578/htdocs/wordpress/wp-includes/rest-api.php:221) in /homepages/0/d4296193578/htdocs/wordpress/wp-content/themes/lay/assets/inc/rest-api/plugin.php on line 152
I've looked around but can't seem to find any info on the server requirements for this theme.
Can you advise?

Are you able to provide any more info about the Installation. Was it installed into > Appearance > Themes? or into the plugin area - also:
Wordpress, Lay Theme & Laytheme's Addons are all up to date ?
Any custom CSS or JS that may interfere is temporarily removed.
Any third-party plugins are de-activated to see if this resolves the issue.
